Our Vision
What we are working towards
PMRC exists to improve how Pakistan understands, governs and benefits from its maritime domain. That purpose is set out here as a vision, a mission and a set of long-term objectives.
Vision
A Pakistan whose maritime interests are understood clearly, governed well and used to the lasting benefit of the country and its people.
Mission
To conduct rigorous and independent research on Pakistan's maritime affairs, to examine the strategic, economic and legal questions they raise, and to produce evidence-based findings and recommendations that support national institutions and inform public understanding.
Long-term Objectives
What PMRC sets out to achieve
Produce reliable research
Carry out research on maritime policy, security, economics, law and the marine environment to a standard that specialists can rely on and others can follow.
Support policy development
Provide evidence, analysis, frameworks and recommendations that institutions can use when developing and evaluating maritime policy. The authority to decide policy rests with those institutions.
Encourage informed debate
Improve the quality of public and professional discussion on maritime questions through publications, dialogue and accessible explanation.
Build national capacity
Support the development of knowledge, skills and a community of researchers working on Pakistan's maritime interests.
Strengthen collaboration
Work with academic, professional and institutional partners in Pakistan and internationally on questions of shared maritime concern.
Why It Matters
The role of maritime knowledge
Maritime policy is unusual in how far its consequences reach. Ports, shipping, fisheries, energy movement, coastal livelihoods and national security all depend on decisions taken about the sea, and those decisions tend to be long-term and difficult to reverse. Good maritime knowledge is therefore not an academic luxury. It is what allows a country to weigh trade-offs properly, avoid costly mistakes, and recognise opportunities in a domain where the stakes are high and the cost of poor analysis is measured in decades.

Strategic Pillars
Six commitments that guide our work
