Pakistan moves to fast-track a national Blue Economy Policy

Pakistan's Ministry of Maritime Affairs has initiated work on a comprehensive Blue Economy Policy intended to develop the country's maritime sector. A high-level meeting chaired by the Federal Minister for Maritime Affairs, Muhammad Junaid Anwar Chaudhry, directed the ministry to accelerate policy development, with consultations involving relevant ministries, provincial governments, industry and academic institutions.
The Ministry places Pakistan's current maritime contribution at around one billion US dollars a year — approximately 0.4 per cent of GDP — against a stated potential of more than one hundred billion dollars annually. Existing revenue is drawn mainly from fisheries, coastal tourism and maritime trade; the Minister cited seafood exports of roughly 450 million dollars and maritime tourism of about 300 million dollars a year.
Sector estimates presented at the meeting included eight to ten billion dollars from shipping, seven to eight billion from fisheries, ten billion from aquaculture and five to six billion from maritime tourism, with further potential identified in ocean renewable energy. The Minister identified fragmented governance, outdated port and shipping technology, marine pollution and limited research capacity as the structural constraints the policy is intended to address, and said a draft was expected soon.
Why It Matters
The policy is significant less for its headline numbers than for the constraints it names. Fragmented governance, dated port and shipping technology and limited research capability are precisely the areas where evidence-based policy analysis adds most value, because they are institutional problems rather than capital problems. A national blue economy policy also creates a demand for measured baselines: without reliable data on fisheries yield, port throughput, maritime employment or marine resource value, targets cannot be tracked and investment cannot be prioritised. This is the point at which maritime research becomes directly useful to decision-makers.
